On 28 August 2002, at the initiative of Ros Dundas, the ACT Legislative Assembly passed a motion committing to review discrimination against lesbian, gay, bisexual, transgender and intersex people in the ACT.

So far about 70 pieces of ACT legislation have been identified as discriminating.

A report will be prepared by May 2003. Changes are likely to move in two stages. First, amendments to legislation that are likely to be non-contentious and secondly discussion of aspects where there may be significant differences in views in the community.

Although the ACT was a national leader in introducing same-sex property rights in the late 1980's, ACT law has not been comprehensively reviewed. The ACT has stood still while NSW, Victoria and Western Australia have undertaken comprehensive reviews and changes. The same processes are starting in South Australia and the Northern Territory.

While there is a lot of ACT legislation to be reformed the issues are also about community information, education and well resourced programs.
